[Cz-L] Obtaining birth certificate in Czernowitz for the purpose of Romanian citizenship

Hello all,
My mother was born in Czernowitz in 1936, but doesn't have her
original Romanian birth certificate. We would like to obtain a birth
certificate in order to apply for Romanian citizenship. Reading
through the mailing list I understand a few folks were able to obtain
a copy of a birth certificate from the Czernowitz city archives. I
have a few follow up questions that I would very much appreciate help
with:

1. Do we need to set an appointment with the city archive, or inform
it in advance of the document we're seeking? If so what's the best way
to reach them and can we do it in English?
2. My mother may not be able to travel Czernowitz. What documents are
required to allow another person to retrieve the information?
3. Is the provided record an official document that the
Romaniangovernment will accept?
Is it a copy of an original birth certificate, or an official
Ukrainian document?
4. I assume we will need a Ukranian notary to sign it with apostille.
If that's correct, can you recommend someone reliable in Czernowitz?
5. Can anyone recommend a local guide/translator with good English who
can help with the process? Ideally someone who has already have done
this before.
