Dear David,
I do not have evidence on these discrepancies, but considering the fact that similar discrepancies between Jewish nativity and Mozaic religion occur in all five Bukovinian departments (see below), my guess is that in the figures for Mozaic religion we've got the spouses, who converted to Judaism.

there are 51247 Jews and 51681 people of Mozaic religion. How can you
