Hi Edgar and Sergei,
this document seems to be an unpublished manuscript, it is referenced
as such in the Teodor Bălan's book "Bucovina în războiul mondial"
(Cernăutį: Glasul Bucovinei, 1929, p.16 - footnote). It can be
safely assumed that the Romanian title is a translation, it is
extremely unlikely that Weisselberger could have written anything in
Romanian in 1916. There is another reference to this work in Sorin
Ivănescu, "La Roumanie et la Grande Guerre" (Iași: Editura Junimea,
2005, p.30), where it is dated 1915.
