I’m not sure I understand your question.
I take it you have been asked for a record of your parents’ marriage.
And you say their marriage was registered in Czernowitz, presumably in 1922.
Do you have a copy of their marriage record?
I have just tried to look up your parents’ names in the BMD Index Database Czernowitz linked from hauster.blogspot.com.
Unfortunately the link seems to be broken, but perhaps someone here knows of another way of accessing the database, assuming this is even pertinent.
