Birth Record from Czernowitz

<x-charset windows-1255>I need one birth record of 1905 from the Zags in Czernowitz. I
have the child's full name, the father's name and the exact birth
date. What would be the best method to get it:
= write the Archives?
= do it through a local researcher?

If you advice the latter, and have a good and reasonably priced
researcher, please let me know.
