I don't know of anyone who has been successful writing to either the
Czernowitz ZAGS or oblast archives. On the other hand, a group of
four of us have had some success with a local researcher in
Chernivtsi. Though it took a long time to accomplish, and there
were mis-communications along the way, we were able to obtain
transcriptions of a number of Czernowitz and Sadagora records from
the Oblast archives. In a few minutes I'll forward to you (off list)
a complete summary of our experience with researcher Ihor Udovitski.
If anyone else would like this summary, please just send me a note.
Your other choice is simply to wait until the Mormon project to
microfilm records in Chernivtsi is completed (possibly by next year).
Though these won't be available in Israel, you might find someone
elsewhere willing to check into the microfilms for you.
