[Cz-L] Vienna

My family came from small villages outside Czernowitz called Kabestie and
Kostestie. They came to the US from 1904-1910. In order to emigrate, would they
have had to go physically to Vienna to get permission? Family lore has it that
they went by wagon from their villages to Vienna, although this seems
improbable. Does anyone know what procedure people went through to
get permission to leave?
