[Cz-L] Property return to pre-war owners?

Is it true that property is being returned to pre-war owners? What happens to
the people who think they own it now? My cousin asked me about the chance of
getting their apartment back, but I told him I didn't think it was likely. Has
anyone in the list ever actually reclaimed land or buildings?
