Your comments and suggestions to first turn to the legal issues of ownership
and responsibility, are at last the right, rational, rather non-sentimental,
attitude to the matter. I totally agree with you that Czernowitzers, former
citizens of the city, their heirs and the Jewish community, as a legal
organization, have legal rights that should be exercised to their full
extent.
I think the best way to find out what these legal rights are is to turn to a
lawyer who is an expert on international law and ask for his/her advice,
even if it will cost a fee.
I'm not suggesting that we start by suing anyone, but even if friendly
negotiations start with the Ukrainian authorities, we should have the legal
matters in the pocket to back us up.
