Dear Ms. Tetyana Tatarchuk,
Although I do not speak Russian, I believe that Tetyana is a woman's name
and a beautiful name at that.. Therefore I have addressed you as Ms (used
instead of Miss or Mrs. when the marital status of a woman is unknown). If I
am incorrect, please forgive me.
I want to thank you for taking the time to respond to my inquiry. I am still
somewhat unclear about the specific meaning of the following English words
as used in your explanation (and in the article).
1) You have defined the word "arrange" as:
"place in a proper, convenient order" - this was meant speaking about
cemeteries. They need some ordering".
In the article, the following statements were made:
"Jewish cemetery will also be changed. First its accomplishment project is
elaborated, then it will be realized. Still, cemetery workers do not wait
for appearance of this document and arrange the tombs of Jews who died in
World War I. At the Christian cemetery the tombs of Polish legionaries who
died in the same period will be arranged"
Question: how do you "arrange" the tombs of Jews who died in WWl or the
Polish Legionaries? I assume that the word "tombs" refers to grave
headstones or grave markers, as well as the graves themselves. Are you
digging up the graves and removing the headstones and markers, then
relocating the headstones and markers and re-burying the human remains in
old or new holes in the ground, in order to "place (them) in a proper,
convenient order"? Is this what you mean by the word "arrange"? .
2) you stated that the word "accomplishment" is a complex of cleaning,
small reconstruction works etc"
Question: Am I correct then in saying that the word "accomplishment" means,
as used with regard to cemeteries, a series of different work tasks to be
performed, such as clearing grass overgrowth on graves, tombstomes (grave
markers) and path walkways, replacing or repairing cracked and broken
concrete path walkways, cutting down dead or damaged trees or trimming tree
overgrowth, replacing or repairing broken fencing around the perimeter of
and within, the cemetery, etc.?
3) In the article, the following statement was made:

for appearance of this document and arrange the tombs of Jews who died in

I assume that the wording "First its accomplishment project is elaborated,
then it will be realized. Still, cemetery workers do not wait for appearance
of this document", means the following:
the work to be done (accomplishment project) is stated in a oral or written
plan (elaborated), then the work to be done as stated in the plan, is
performed and completed (realized). However the cemetery workers do not wait
to receive the written plan (do not wait for appearance of this document)
before beginning the work (arrange the tombs)
Would you say my above interpretation is correct?

Ms. Tatarchuk, I see from your reply that you are with the International and
Public Relations Office of the Chernivtsi City Council. I want to again
express my gratitude and appreciation, as well as that, I am sure, of the
members of the Czernowitz-L list and its associated web site
http://czernowitz.ehpes.com , for responding to my previous inquiry. I will
be forwarding your email to me, as well as my above email to you, to CZ-L
list moderator, Mr. Bruce Reisch, for him to determine the propriety of
posting the emails to the CZ-L list forum.
Mr. Reisch, in previous correspondence to me, was and is concerned about
copy right infringement, should the article that appeared on your website,
be posted to the CZ-L list in a word for word quote.
Can you please find out and let me know if such a posting to our non-profit
and non-public list (the List forum is for List members only), would be a
violation of your copyright law.
If such postings to the CZ-L List forum, of articles of interest or other
information appearing on the Czernivisti City Council's website would be a
violation of copyright law, would it be possible for us to obtain an
exemption, in order to be able to post such articles to our private forum
for members to read?
Our members are spread throughout the world and all share a Czernowitz
history, either by having been born or lived there or being descendants of
such persons. A number of our members have been actively involved in the
preparation of a slide show presentation for the Czernowitz 600th
anniversary celebration to take place later in 2008 and have been working
with Maita Prout, a retired attorney and United States Peace Corps Volunteer
Community Development Program,Chernivtsi, Ukraine and with Natasha
Shevchenko, head of a local Jewish Organization involved in the restoration
of a Jewish Temple in Czernowitz.
I hope that I (we) will hear from you again in response to the questions
posed in this email.

He pointed out one inaccuracy and one ommission, in my wording.

The inaccuracy in my wording in the question "Can you please find out and
let me know if such a posting to our non-profit and non-public list (the
List forum is for List members only), would be a violation of your
copyright law." is, as Bruce states, that "all of our group postings are
available to the public via the czernowitz.ehpes.com web site and its
archive of list postings" . In other words, while the member list may be
non-public, the postings to the group forum are public and available for
reading on the ehepes website in the archives of list postings section.

The ommission as Bruce states is that "Ms. Shevchenko is not exclusively
with the Jewish community. She is also the head of the Department of
Economic Development of the City of Chernivtsi".

NOTE 2) : Ms. Tartarchuck's email address has been intentionally omitted in
the event she might not prefer it be published.
