Sorry to raise this again. But I was impressed by this comment of Gary's:

reasonable limit is not a distortion of history, but rather an attempt to

I think Gary has presented the point very well. Mimi, I understand what you
are saying about your negotiations with the city authorities. But you
yourself said that the city administration's expectation is that the facts
referred to on the plaque are correct. To me, this implies that if there is
the slightest doubt about the figure of 19600, it might be unwise to state
that on the plaque. Whereas 20000 does not carry this implication of
exactness.
