I don't believe that we should be silent about the Holocaust, regardless
of whom it offends. The plaque *MUST* reflect the fact that Jewish victims
and their families are grateful.

I have no problem with that, but the antisemites who will be offended with
"the" will also be offended without "the".

Absolutely.

A side comment: my great grandfather died in 1932, and my grandfather
(z"l) was in the US well before the Holocaust, but I am still grateful to
Mayor Popovici for what he did. Would it be possible to revise the wording
to reflect that descendants of Czernowitz Jews, even those not directly
affected, are grateful?
