[Cz-L] Urgently needed; Fluent Romanian speaker willing to phone organization in Chernivtsi.

Dear Czernowitzers,

I have run into a brick wall, trying to get approval to put a memorial
plaque to Traian Popovici up in Chernivtsi. I would like to communicate
with someone at the Chernivtsi oblast Society of Romanian Culture.
I only spoke Romanian between the age of eight and eleven, therefore
cannot make this phone-call myself.
