Good picture, thanks for pointing it out.

You are right, it is the celebration of the recapture of Czernowitz from the
Russians, in 1917. And it is indeed the Ringplatz. But it's not an
aide-de-camp! In the car are Kaiser Karl (left) and General Kovess. Kovess
was Commander of the VII Army. It seems that in Nov 1918 he was appointed
to succeed Kaiser Karl as Supreme Commander.
