My thanks to Charles for visiting the former Tempel, now reduced
 from it's glory to be a cinema and for determining what it's legal
or official status is.

In various European cities, where there currently are only small
Jewish communities, which can neither afford the maintenance
of old synagogues, nor need them for religious services,
these buildings which formerly housed the synagogues are currently
used to house museums or other public, cultural facilities.
I believe that in Chernivtsi, there is no need for a museum building
of the size of the Tempel, but the building could very well be used
as a conference center with only a small part of it used as a museum,
to display architects' plans and photographs of the building itself
as well as exhibits of general or particularly Jewish interest.
Charles had proposed something very similar, some time ago.

In recent years the interest in Czernowitz in general and in
Jewish Czernowitz in particular, has very largely increased.
During my stay in Chernivtsi this summer, I on numerous occasions
met European tourists who were neither Jewish, nor had any familial
ties to the city, but had come to visit it, because of it's Jewish,
German language heritage.

Small and large conferences nowadays attract numerous participants
and encourage further tourism, which would benefit the city in general
and would pay for the maintenance of the building.

The Tempel was burnt in 1941 by Romanian and German troupes, do any
of you know whether under post-war compensation agreements, either
the Romanian or the German government were supposed to compensate
the city for the damage done to the Tempel, whether such compensation
was paid and if not, could this compensation still be demanded now?

It may be possible to repair and renovate this building and return it
to a dignified and constructive use.
