Yes there was terrible poverty even in Czernowitz and vicinity,
in "the good old days". During world ware one, there was famine
and many of the people who had been young children during that time
suffered from "Rachitis". Among my photographs on the "ehpes" site,
taken in the late thirties, there is one, showing a beggar on the
Herrengasse. I gave it the title "Auch Czernowitz", meaning
also Czernowitz. During the winter of 1942, I remember a teenage girl
leading a horse and cart piled with firewood, which she was trying
to sell, she had no shoes, her feet were wrapped in rags and that is
how she walked through the snow.
After the war, I remember seeing former soldiers who's legs
had been amputated, standing on the stumps of their legs, on little
wooden platforms on wheels and moving by pushing off with their hands
on the pavement. I also remember the used clothes market to which
everyone went, either to buy or to sell some of their clothes.
The streets were never swept with roses. There always were
some very poor people in Czernowitz, poetry, lofty ideals and
pretentious snobbery not withstanding.

By the way, does anyone remember where the used clothes market was?
Was it on the Mehlplatz?
