To answer Arthur's question regarding how one would judge additional
bidders (if one could find some) - you judge them in the very same
way as you judged the first one, Dr. Bursuk. The bidding process is
not rocket science, just plain old fashioned common sense.

And to those who advocate in receiving 3 bids, I would like to know
how are we going to judge the organizations who bid of their
capability in performing the work.
