[Cz-L] Dr. Bursuk suggested plan for the clearing of the Cz. Jewish cemetery

Dear All,

There will be little new, if anything, in what I will write now
about the plan suggested by Dr. Bursuk and the first step to be taken
for its implementation.
Because I outlined this plan in various answers to members of the list,
but never in one well defined message with this plan as the subject matter,
I would like to do so now.

This is the plan in broad outline:
The cemetery administration will hire laborers to clear the cemetery of
trees, bushes and vines. We (Czernowitzers and interested people as an
organization, yet to be established) will pay for this work through funds
sent to Dr. Bursuk and paid by him to the laborers directly. Not to, or
through the cemetery administration. The work is to be done bit by bit and
paid for in installments as the work proceeds. Dr. Bursuk to check on the
work at biweekly intervals, to make sure it is done properly.
Dr. Bursuk to send us photographs of each area cleared, before and after it
is cleared. Each new installment of the plan to be dependent on the success
and our approval of the previous installment.

If there are no objections, let's refer to this plan as "BSP".

As an initial step of this plan, we will proceed with a limited
pilot project. Further implementation of the plan to be dependent on the
success of this pilot project and the support of members of this list.

The pilot project:

The intention is to send Dr. Bursuk $2000 with the understanding that
the cemetery authorities will hire 4 - 5 laborers, who will start working
on a specified area of the cemetery. Dr. Bursuk will check on their progress
on a biweekly basis and pay the laborers' wages. The expectation is that
the sum of $2000 will suffice to clear about 1 hektare = 10 000 sq.meter
or slightly less. Once the $2000 have all been paid out, we will get a
report and photographs of "before and after" of the area cleared. Also an
accurate measurement of the size of the area cleared for the sum of $2000.
This will allow us to estimate correctly the cost of having the whole
cemetery cleared of trees, bushes and climbing vines.
If we will be satisfied, we will send further funds and have more of
the cemetery cleared. And so on and on.

The initial payment of $2000 will be made up of the money left over from
the 2006 reunion (about $500 - $600) and funds advanced by Sasha Wolloch
and me. Sasha and I might wish to be reimbursed later and might not.
Further funds for the clearing of the cemetery will come from contributions
by members of the list and anyone else who wishes to donate money for this
purpose. Once we establish a formal organization for the restoration and
maintenance of the cemetery, we will also apply to various charitable
organizations and various government and international funds for financial
help with this project.
At this point, I am convinced that a sufficiently large number, of members
of this list are in favor of proceeding with the pilot project so that
Sasha Wolloch and I have sent Dr. Bursuk our "go ahead".


Let's call the pilot project of the Dr. Bursuk suggested plan:
"Pilot project BSP"


I would rather not accept donations for this project or pilot project right
now. Thanks to all who have offered to send me money, but let's wait till we
have a legal and accountable organization in place.

If any of you have the knowledge of how to set up such an organization,
or are willing to gather the pertinent information, please do so and inform
us all. At this point we urgently need a legal, transparent set up,
the non taxable status can be applied for later.

As to other work being done in the cemetery:
This summer there definitely will be two groups of volunteers working
in the cemetery and there may be a third work-camp as well.
In addition there will be a large study group from "Journey into Jewish
heritage", studying the cemetery and buildings in the city which were
formerly used by the Jewish residents of the city.
The cemetery administration will be cutting down large and old trees which
threaten the safe-standing of adjacent gravestones. They also will spray
herbicides to control the unimpeded growth of weeds and invasive plants.
I do not know which herbicides they will be using, nor how frequently they
will do so. I will try to find out.

The pilot project of the "Dr. Bursuk suggested plan for the renovation of
the cemetery", in no way prevents members of this list from looking into
other possible alternative plans of restoring the cemetery, or of planning
for the maintenance of the cemetery. Anyone wanting to do so, should
certainly go ahead and send us their suggestions.
