[Cz-L] 'Ordonanta-38'

I recommended to my cousin to enter the ephes site. Today he called me and
complained about the 'Ordonanta-38', which is in the section of Popovici
documents. He says (he understand Rumanian) that in this document there is
no comment about Jews or about evacuation. He asked me why was it necessary
to put this very document in the site. The common reader might think that
there was no deportation at all.
