Hello Aizic,

I visited the Czernowitz archives during my recent trip there.There was no
need for any kind of "proof" beyond simple identification when requesting
information about records in the Archive.
The new address of the Archive is Stasiuka Str No. 20,not very far from
Hotel Cheremosh.This is on the south side of the city,about 15 minutes by
taxi from
the center.
I did not see any displays about maximum amounts of cash that could be
brought into the Ukraine when I crossed the border and nobody asked
anything.Maybe you could get further information about this issue from the
local Ukraine consulate.
