While it may be true that older records have been transferred to the
Regional Archive, not all Jewish records for all towns in N. Bukovina
survived the war. A fairly complete guide to records known to exist
can be found here:

(search the archive database, and try various spellings of the town
name of interest)
The good news is that records for the city of Czernowitz are fairly
complete. Many records held at the Regional Archive have already
been microfilmed by the Latter Day Saints Library and can be ordered
up for use at Family History Libraries. See:
