Regarding the repatriation of property, even if the applicant were to opt to move back and settle in the Ukraine, I'll bet dollars to donuts they'll find all sorts of blocks in the process to deny the applicant the return of the property.
All the former Communist countries of Eastern Europe, Romania included, have set up programs to return property. I know a Romanian professor whose father was a minister in King Carol's government. They had four or five homes around Bucharest and Sibiu or Sinaia and by now they got them all back. He is retired along the Mediterranean in France.
The government argued that they couldn't repatriate one of the homes because it had been leased out as an embassy to some foreign government but his lawyer said that was fine, they wouldn't break the lease, they will simply take it over and collect the rent and it worked.
One can understand the problem with confiscated property in Russia in 1917 but Bucovina was 23 years later.
The Ukraine gets substantial aid from the U.S. and Canada. A good case could be made in view of the precedent set by the other ex-Communist states that further aid should become conditional on reform of present Ukrainian laws which are grossly unfair.
