[Cz-L] Where was this, and when?

Hello, Czernowitzers --

Below are links to two photographs of my father. I am hoping that
some of you might recognize the setting: it looks like a park, and
the style of the stone work behind the pond seems rather distinctive.
So, is this in Czernowitz? Or in Vienna, perhaps?

Also, the outfit my father is wearing might help to tell you when it
was taken. I don't think he would ever have worn those clothes after
coming to New York in 1911, although if someone recognizes the park
as someplace in America I'd like to know that too. Is this a typical
horse-riding outfit in Czernowitz? Or just something that was the
style at some period?

I never saw my father with such long hair either. So, I hope that the
park, the clothing, and the hair style might be clues that help you
to identify the "when" and the "where" and maybe even the "why" of
this photo. This information could tell me more about my father's
life in the years before America than he ever told me himself!
