[Cz-L] Translate this document?

The City of Chernivtsi sent Cornel Fleming a cemetery map and this
letter. Can someone provide a translation of the letter? It's only about
10 lines long.

The map doesn't look to me to be different than the one we have, but
maybe the letter will provide a clue to it's usefulness.
