First things first. I am not a historian and I am not studied in the history
of Bukovina.
I came across a list of 1808 Jewish landowners in the CZ website a few years
ago. From reading translations of the History of the Jews of Bukovina, I
learned that Austria defeated the Ottoman Empire in 1741, and the Emperor
issued the Edict of Toleration in 1761, permitting two Jews to own land in
each district. TWO (1) of the Jewish landowners listed were Kulas. This
leads me to suppose that they were the landowners in the Ottoman Empire. I
have not read of any great civil upheavals that coincided with the change in
sovereignty. My grandfather Max, was a land landowner with a large
agribusiness around Rarancea, and it is plausible that he was a direct
descendant. He married my grandmother, daughter of Noa Lehr of the large
soap and tanning works.
She is dead now, but had a dark and semetic coloring and facial features
(her brother and sister had similar facial features tho not the darker
complexion). Incidentally, the Ottoman Empire was known for the respect and
acceptance it accorded its Jews, some of whom had lived there since the time
of the first scattering as related in the Bible.
As well, I read about the Silk Road and the Jewish traders travelling on it
from points north to the Far East, and who came into Czernowitz from the
Road for a good kosher meal and some Jewish hospitality whenever they passed
by. It is not implausible that some of the Czernowitzers of old arrived on
the Caravan, and cut short their missions to the East.
