"Ruv", is any ordinary rabbi, "Rebbe" or "der Rebbe" is the hereditary rabbi
of a dynasty of Chasidim. Czernowitz was surrounded by small towns in which
lived such dynasties; the Wiznitzers, the Bojaner, the Sadagura...

Personally, I have always thought this custom of dynasties and the great
reverence accorded them very much against the spirit and theories of
Judaism.
In Czernowitz there were adherents and opponents of Chasidism.
