When on one of my visits to Czernowitz and to the university the senior librarian who appeared very knowledgeable as to the history said the Austrian archbishop and the Jews of the town cooperated very closely and that is why they were rewarded with the Magen David decorations,which are not just around the cupola but right through the university buildings.
