Hardy,
smoking is only prohibited on Herrengasse. When I left the Café Vienna next to the German National House last August to have a cigarette the waiter came outside to warn me. Around the corner is an asylum for the last smokers: Smoking is allowed and secure in front of the Hessed Shushana. As a serious smoker I'm greatful for that. ;-)
