I do not think he specifically thought of Romania but he very actively
supported the breakup of the Austro-Hungarian Empire and the Romanians
simply marched in. I have been very interested in the subject and while some
wanted to become fully independent may others wanted to stay but as
selfgoverning areas.Bukowina wanted selfgovernment or independence..the
winning Powers ignored this and Romania as I said just sent it's army. A not
widely remembered fact is that when Hungary wanted Kaiser Karl back the
French and British sent gunboats up the Danube to stop this...which is why
Hungary was then ruled by Admiral Horthy as "Regent" and the resentment
caused contributed greatly to Hungarian decisions to support the Nazis.
