Generally, in every city, the higher elevation districts are considered more
desirable and therefore also where the wealthier, or higher status people
live. In Czernowitz, as in many other cities, living near the river, meant
being closer to the commercial and industrial districts and the noise and
dirt associated with them. The lower part of the city was also likely to get
flooded and being the older part did not attract many new buildings.
