Yes it is probably easier to get to outer Mongolia than Chernovitz.
But.

I travelled from BenGurion International Airport, Israel by Austrian
Airlines (OS) to Vienna (VIE) about a four hour stop over then to Lviv
(LWO),
The flight from Vienna to Lviv was on a small DeHavilland turboprop plane an
Austrioan Airline daughter company called Tyrol Airlines. The turboprop is
quite
noisy but it is only a 50 minute flight. The plus is that the plane only
carries
some 20 passengers so getting in and out of immigration/customs/security
went
very fast less than 20 minutes without hassle, Ukranian officials all smiles
all
the way. The same on the return flight. Concerning staying overnight or
longer,
then taking the day train to Chernivtsi I have a better option.
Hire a Taxi to Chernivtsi it is about 4-5 hour drive on the pothole roads of
Ukraine.
We hired a Chernivtsi (former Israeli) Jewish taxi driver for USD 100 a day.
He was
waiting for us at Lviv airport and at the end also drove us back from
Chernivtsi to
Lviv. During our 10 day tour he also acted as our unofficial tour guide,
translator,
bodyguard, and helped us out with some of our pre-tour chores for us (like
making
some phone calls for appointments. preparing the itinerary; arranging Kosher
meals
at Habad House, submitting pre-tour information at the Chernivtsi Archives,
the
bottom line a real "man Friday" and all this for USD 100 per day, maybe the
price
has slightly gone up)
On the downside his English is weak but if you know Yiddish, Hebrew, Russian
and or
Ukrainan you won't have a real problem communicating with him. He is a real
"Mentch,
and Heimeish, willing to go the extra mile for you. Another convenience is
that he
is connected to Skype telephone video, so you can talk to him preparing your
trip.
