Andy...

That's an excellent idea and I'm encouraging you to do so. You are entitled to cross the Romanian/Ukrainian border driving a Romanian car, provided you have got

1. all necessary car ID documents,
2. receipt for the Romanian road tax
3. European Insurance Certificate (Green Card)
3. certificate in Romanian AND Ukrainian language, issued by the car rental company, LEGALIZED BY A ROMANIAN NOTARY, stating that you are entitled to leave the country by their car.

That sounds very difficult, but in fact it isn't, as the text for the certificate is standard and the procedure is well known in Romania.

Please note in addition: Within a strip of about 10 km on both sides of the border you'll meet disproportional many police officers, not for security reasons, but for salary raise reasons. MIND THE SPEED LIMITS!!!

Have a safe and pleasant journey!

I am planning on taking my grandson to Romania and Cz to show him the places I remember from childhood and the house in which I was born. He is in California and I'm in Toronto so I expect the practical route would be for us to meet in New York and fly direct to Bucharest.
