Re Andy Halmay's mention of the Soviet(Russian) quota for immigrating to the US. In 1963, I arrived on board a ship with a valid US immigration visa, based on me being born in Cz, i.e. eligible for the Russian quota, which of course was empty at the time, since nobody could leave .On board the ship, the immigration officer, said that the State Department has never recognized the Soviet annexation of Northern Bukovina, and told me to report the next day at the Immigration Office, to be processed for deportation to France, (where the ship left from).
The next day, the officer in charge, handed me my green card, with the explanation that the Justice Dept (which issued the visa), does not concern itself with the various political changes, and as of that time Cz was located in the Soviet Union, case closed.
