What was not not completed was the Officers house on Fischplatz.
  Rumanian National house is on Ringplatz Westside next to the Fine Arts
Museum
and has a plaque to Ciprian Porumbescu who wrote rumanian music
 of outstanding quality.
  Because he was a rumanian and wrote balads for the fiddle so
 sad it would make you cry...

   Now its Ivan Franko No 9 -the Liliengasse goes down to the Schwarze
Adler.
  The building carries a Rumanian flag flanked by two Ukrainean flags
   for balance.
