[Cz-L] Functionar

These days "functionnaire" tends to mean permanent civil servant ie one with tenure and not subject to removal from office if the government changes. It's a much coveted status in the European Commission which guarantees a job for life.

I'm not sure that it ever had the same meaning in other countries or in earlier times.
