Dear Hardy,
the city hall never said they want it or do not want it. They never thought about it. But if they get an request they have to react and find a position. There is even an Ukrainian law that says they have to react within a certain time. I don't think they would deny a talk. Nothing so far indicates that. If thouse who represent organisations such as CJCRO, SVIT or the Jewish museum know what they want, it is very well possible to get an agreement with the city hall to the benefit of everybody. There is no guarantee in such an agreement but a chance. There is a difference between a cooperation that is based on the good will of single persons and a cooperation that is based on a contract between NGOs and the city hall.
