Dear Christian ,
  Isn't it time somebody asks the key question ?
   If not we will never know !
     And the question to be put should sound like this:
  " Do you City Hall undertake to take part in a roof organisation
    with the participation of (xxx) and of (xxx) with the aim of restoring
    and maintaining the Zelenya Jewish Cemetery ( ZJC).
             This should have happened long ago.
