[Cz-L] Portrait of Traian Popovici in city hall Chernivtsi

I have been told on good authority that the portrait of Traian Popovici,
now hangs in city hall, together with the portraits of all the former
mayors.
Apparently it can be seen on the official website of the city.
Unfortunately, I could not find this website. If someone else can, please
let all of us know, what it is and translate what it says about Popovici
into English.
