This is a common occurrence. My grandmother's maiden name was Packer, which was her father's last name, but several of her brothers had the last name Fishman, which was her mother's maiden name. In some locations, the reasons for not having marriages or sometimes births recorded often also had to do with avoiding restrictions on Jewish residency and sometimes avoiding the military draft.

My grandmother Golde EBNER had KIRMEYER as maiden name and some time
it was REICH the maiden name of her mother.
