Bribes were the usual payment method in Rumania.
 It would only be unnatural if in October if '41 bribes were not used.
 The deduction of this would be that all the rich could buy their stay
  while all the paupers were sent beyond the river.
  I cannot prove it , but it was not so.
   Many rich went to Transnistria and many poor stayed.
