It intrigues me to read the agonising about the methods of payments or non payment of money
in the quest of receiving a life saving permit. The time was chaotic, those in charge were despotic
the dispair in the general population was hell.
We had no idea but guessed the worst was is in store for us.
There were bribes, there were bona fide good functionaries who did give permits without bribes,
there were also some of the Jewish brethern who played the roles of ( mecklers) go betweens who
profited from the surounding misery  but delivered nothing. Some came to a bad end.
We should not brush al non  jews with the same brush. There were many who were helpful in
a variety of way. My parents through the intervention of a high functionary who knew my parents for years
prior to the war received a permit to stay and whats more saw to it that we had food in the house.
There were some decent Roumanian some decent christian albeit few.
It was the power play of the governing bodies in charge who played ducks and drakes
with the Jewish victims (Antonescu, Calotescu etc) The accession of one cancelled out the
life permit of the other to prove who is in charge.

Bribes were the usual payment method in Rumania. It would only be unnatural if in October if '41 bribes were not  used.
The deduction of this would be that all the rich could buy their stay  while all the paupers were sent beyond the river.
I cannot prove it , but it was not so.
  Many rich went to Transnistria and many poor stayed.
