Andy...
The introductory phrase of your mailing is completely unacceptable and I feel offended and deeply ashamed by such undifferentiated accusations towards the Romanian peolple in total. Constructing a connection between a worldwide phenomenon like corruption and the "Romanian DNA" is very close to race theories, very well known to us from our history.
Instead of lapidary suggestions, why are you not contacting Yad Vashem yourself and let us all know about the outcome of your research?
Best!

> Bribing is in the Romanian DNA as much as breathing thus it can be taken for granted that most of them in a position to have an opportunity to appear as middle-man able to obtain permits would take advantage of it.

> I recall in the early 1970s being involved with a group of the first condominium buildings in Toronto which offered an incredibly good deal to prospective buyers - a government supported 95% mortgage, no money down, six months of normal mortgage, tax, and management payments from which would be subtracted the downpayment at which time title would transfer.

> Two Romanians came in, I explained the situation to them and told them I was born in their country. They came back with a bottle of wine and gifts for me; I laughed and explained that the deal was available to everyone. No baksheesh was required. That surprised and confused them. The Turks were settled there long enough to leave their legacy and I'm sure the same holds true for all the Balkans.

> That is what distinguishes Popovici. For simply being a decent man with morals in contrast to the rest he becomes a saint.

> Instead of all the debate over the German, as I suggested before, why not simply contact Yad Vashem and find out if they have anything on him.
