Coincidentally, the ROM-SIG (Romania Special Interest Group)
coordinator, Rosanne Leeson, clarified this very question of availability
of Romanian records today.
The following is what she wrote to the mailing list:

Access to Romanian records...
Dear Fellow Rom-SIGgers,
This is a brief response to an interesting note sent to the List
regarding writing to Archives and local repositories in Romania. The
sender was certainly trying to be kind and helpful, however there is
some clarification needed, as it could be misleading. And, I have
checked with our archival contacts in Romania to make sure that what I m
going to report is the current situation.
According to Dr. Dobrincu the National Archive and its branches do not
respond to mail requests for family information as they have neither the
staff, nor the funds to do that. As to the local repositories, they
mainly contain records more recent than 100 years, and access to those
are strictly forbidden by the Romanian Privacy Laws. In some towns
they possibly have records from 1900-1911, but those may only be
obtained *from abroad* by a direct family member, and proof of that is
required, with full information re the person or persons you are
researching. Those records will only be excerpts and not full records.
Hopefully, some day the situation economically and otherwise may change,
and we will be the first to share the good news and cheer!
