Edgar,I think it may be due the relative meanings ,in German,of the words "Bezirk" and "Kreis" ie Bezirk Bukowina and Kreis Czernowitz....but I could be wrong!! Cornel

Yes, of course, you are right, but for me astonishing was the order of the denotations, first Czernowitz County and then Bukovina!
