I have rented a car in Romania through the same rental agencies
found in the US and Europe, many times, the last time in 2010.
The cars are OK, there are service stations within reasonable distances,
some of the roads are in very good condition and some, particularly
through
the mountains, even though well engineered (proper curves, ascends
and descents),
have neglected surfaces, i.e. potholes, rough stretches, etc.
