[Cz-L] Chernivtsi or Czerowitz?

Hi CZ List Members.
 
   Thanks to Christian Hermann I was able to access the link for
the Jewish Museum. However, I don't understand the title of a Jewish
Museum-listed article by Mykola Kushnir. "Jewish Language Conference in
Chernivtsi in 1908."
   In 1908 wasn't the city called Czernowitz since it was then under
 the Habsburg Empire?
