I am not sure that I understand your post, or Harry's comment...

It's just a question of language. Germans, Austrians and Jews think of it
as "Czernowitz", Ukrainians think of it as "Chernivtsi". Since the author
of the article was a Ukrainian, he called it "Chernivtsi".

I don't know if the pre-war Ukrainians (Ruthenians) thought of the town as
"Chernivtsi", but perhaps they did.
