On that specific place used to stand a Ruthenian policeman who was supposed
to control the human and vehicle traffic. Whenever there was a larger crowd
he used to yell: "Albo gehen sie albo stehen sie, albo machen sie keine
kupkas nicht".

I imagine Hardy will provide an English translation.

I seem to remember when I was in CZ I was told that there had been a well
near this spot many years ago. Almost in the exact center of the picture
there is a very small building with a roof. Could this be the well?
