Why Mimi, I do believe you not only have a more vivid
imagination than I have but also a great sense of humor. .
Frankly, m'deah, I am perfectly willing to accept your logical
conclusion because the reason I joined the CZ membership list
was because my late father frequently told his American-born
children that his beloved native city was so advanced that
anything was possible. I'm sure what he had in mind
included fashion, especially the juxtaposition of World War I
uniforms with women's circa1930 chapeaux.

Iris writes: ... judging from the women's hats,
I'd say it was anywhere between 1932 and 1942.
Hardy answers:
There are Austrian soldiers in the picture.
The Austrians left Czernowitz in 1918.
Logical conclusion:
In Czernowitz we were so ahead of the times,
that what became fashionable in the rest of Europe around 1940,
was already fashionable in Czernowitz before 1918.
In case you ever doubted that Czernowitz set the "Angebenden Ton"
( exemplary tone).
Another conclusion:
The Austrian soldiers so much missed the Czernowitz beauties with
their fancy hats,
that they came to visit sometimes in the thirties.
