Yes,Hardy..we did have our German "Kultur",which is why the place was
referred to as "Wo Menschen und Buecher lebten", and also why we
disparagingly referred to incoming Romanian jews as "Die
Reichsrumaenen"because of their lack of education and sophistication.
Czernowitz was certainly noticed,and is to this day. Apart from
Czernowitz,how many of the old K&K cities are still celebrated in Vienna????

Super Nova Czernowitz.
Czernowitz was not an exceptional town.
In Europe - not noticed.
  In Rumania not any better than Brasov, Cluj or Timisoara.
   In Rumania the Jews ridiculed us- noses in the air they called us.
     German Kultur - my foot.
   Everybody is proud of his home town , it is in the genes.
     Czernowitz was more progressive ? better planned ? maintained ?
